Because they are great walking cities, most likely...........great places for long . leisurely strolls, where you can walk past absolutely amazing things and architecture.....and ruins, and beautiful , breath taking scenery. Both are filled with fabulous restaurants....(you will get better service in Italy, by far......)
and there are timeless romantic things to do, in both places..........endless art to absorb......
they are easily very romantic cities.......each with their flaws and downsides, too.....namely crowds, and mobs of tourists.........but, the reason they are so mobbed with tourists all the time.......is evident. They are truly great cities, to explore, preferably with someone you love.
